This is quite a nice replica of the Empire State Building, which probably dates from the middle of the 20th century. It is metal, and might be at least partly copper; under the patina, you can see a copper tone. On one side, at the bottom, it says "Empire State World's Highest Building". On the other side it says "1250 Ft. High, 102 Stories," and below that, it says "Made in USA". 

The figure measures approximately 7 3/4" tall, and is about 3" x 2 3/8" at the base.
