This is an AMAZING VINTAGE pair of Wedgwood "Palatia" coffee/tea cups.  The cups are made of bone china, and were manufactured in England in the 1980s.  They feature a blue "Greek key" pattern along the upper rim and are ringed in gold around the rim, handle, and foot.  These cups are about 3.25 inches in diameter and 2.5 inches tall.  They are stamped with the Wedgwood logo and numbers on the bottom.
