These are blank patches for the uniform industry.  They are blank - you have to have something to sew or possibly imprint your own design or name on them.  

1 3/8” x 3 7/8”

A uniform shop would primarily use these by attach one at a time to a piece of backing cloth, mount that on a single head embroidery machine, and put a name like George, Steve, Lucy, Bobbi Sue, etc on the patch.  You might have another method.  

The border is Kelly Green.  

The twill is White.
