New without Box item but selling as For parts or not working due to missing cables. I tested the item by plugging in my personal computer, it did light-up right away and was detected my computer via USB cable (Not Included). See screenshot of Device Manager showing this unit. Item seems to work well as expected but again no cables are included. See pics of actual item, what you see is all you get.
