This three-legged tabletop picture frame looks like it was made by the Axco company. It features pressed dried flowers at the top and bottom, in a kind of swirly yellow acrylic setting. Each metal leg has a swirl at the bottom. The piece of cardboard used as a backdrop for a picture says "Made in USA" on the back.
