The red portion of the lighter is wrapped around the metal portion.  May be a tape, but I'm not sure what it is made from.

The edges of the "tape" have some debris.  On the side of the lighter where the seams come together, it looks like the "tape" shrunk and left tape residue.  I'm sure that someone could clean this.

Inside the lighter case it is rusty.

I do not know if this lighter works or not.

Measures 2-3/16" tall X 1-5/8" wide (including hinge) X 1/2" thick.
