This looks very much like a dress I personally had for Easter in the late 1950s. There are ruffles around the bottom and there is a nylon lining with a ruffle around the bottom of the lining. There is a white nylon insert at the neckline; with the only flaw that I noticed which is only 1/2 of the small yellow bow at the neck is attached. 

Center back to the hem is 29 inches

Across the back at the armpit is 15 inches (which would be 30 inch circumference)

Shoulder seam at sleeve seam to waist is 12 inches

It has a self belt attached at the side seam.

I don't think the elastic at the bottom of the sleeve has any more stretch left in it. 

It has a 5 button back between the neckline and the waist.
