These lots come from bulk collections that have had most of the stars pulled from them.  You will not likely find names like Ripken, Nolan Ryan, etc.  There will be plenty of minor stars.  It is also possible that we had so much of a set that some of the bigger names may have ended up being included.  Lots consist of a variety of brands, 80% of which will be within the years stated.  There may be a few stragglers outside of those years.
