This is the Effanbee Tonner 10" Patsy, Halloween Party Pirate doll, a Modern Doll Convention exclusive from 2013.  She was a limited edition of 100 pieces and is never removed from the box, with certificate.  Patsy has chin length black hair and curved, painted, eyebrows.  Her sword and hat are still sealed in the box.  She is a bend knee doll, her arms both have a slight bend at the elbow but are not jointed.
