From Blue FIsh Clothing, this is the Tie Skirt in hemp silk. Color is called Boxwood, a brown/purple. 

Marked as sz 1, it is  from the Spring 2000 catalog. This pull-on skirt has elastic that still has plenty of elasticity and hasn't degraded. 

There are two ties or ripples that can be used to tie up the hem for more interest in the look

. Block prints in deeper brown-purple and green circle the bottom of the skirt.

 Waist measures about 15" unstretched, 21" stretched. Hips are about 26", all measured straight across front. Length is37".
