From research this is a Pier 1 Imports dish.  It's in great condition.  Does not have tags/box/stamp on bottom.

Approximate size:
Oval 5" L x 3" W x 1.5" H

3 footed; hand-painted with green ivory/brown stems, blue flowers with orangish/brown centers.  Rim is hand-painted in the brown.

Great/Like New Condition.
