This is a SAE J1772 to Tesla adapter lock that prevents people from disconnecting the adaptor from the charge.

Simply slide it onto the cable before plugging it in to your Tesla. It can be installed both ways - nice and easy.
There is a small press-fit that help keeping the ring attached to the adaptor while you carry it around.
