The heating element MAYBE will be unable to function properly if soldered onto the thermal fuse, making it blow as it exceeds the maximum temperature. Instead, you should clamp the heating element wire and thermal fuse wire together using a crimp connector. 

Basically, put the wire for the heating element and the thermal fuse side by side and cover it using the crimp connector. Then fit the crimp connector and two wires into a crimp plier and clamp the sides, causing the two wires to also clamp together.
