This skirt has an elastic waistband and just pulls up. The waistband measures 30" before stretching and 40" stretched. The hips measure approx 40" and the length of the skirt measures 18" from the top of the waistband to the hem of the garment.   This skirt is black and a shade of mauve.  This skirt feels like sweater,  but not heavy.  It is made of 63% rayon and 37% nylon. It is machine wash/line dry and is just perfect for career or any occasion. This skirt has been washed and is in like new condition.
