You are looking at an amazing unsigned Ironwood Walking Bear with fish ZUNI-like Fetish made by Yaqui carver.  Carving is 2.75" tall, 3.25" long and  1.5" wide.  This incredible carving comes from the Arizona tribe..  Great character!!
