This issue is from a Simon & Schuster "Little Simon" publication called THE OFFICIAL BASEBALL HALL OF FAME STICKER BOOK OF RECORDS.
Similar to the Red Foley series of sticker books but highlighting Hall of Famers and other players who had special achievements or participated in historic events.

Like the Red Foley issues, there are a handful of players with 'Cover' cards with red trim borders.
This set is listed in the Beckett Almanac.
