The Hot Toys Captain America: The Winter Soldier Bucky Barnes action figure stands at 12 inches tall (1:6 scale) and is made of plastic.  Bucky's in his original box, has all of his accessories and is in great condition.  Please take a really close look at the photos to be sure its at the level of quality you're looking for.  Happy to take more specific photos if needed.
