Used Auto Theft Signal or anti theft device for cars around the tire - NO KEY - I have not cleaned it up - One of the first anti-theft devices manufactured for vehicles (the original car alarm). This lock slides around the rim and tire, between the spokes rendering the vehicle difficult or impossible to drive without drawing attention - look at the pictures closely - person can restore or add to your collection - also use for a decor.
