The car has some suface rust in spots

not bad for the age

DOES NOT WORK, WHEN I TRIED WINDING IT THE MECHANICAL FUNCTIONS SPIN , BUT THE SPRING DOES NOT TIGHTEN. I believe it needs to be repaired.
