Pith helmet - from Wikipedia
"The pith helmet, also known as the safari helmet, salacot, sola topee, sun helmet, topee, and topi is a lightweight cloth-covered helmet made of sholapith. The pith helmet originates from the Spanish military adaptation of the native salakot headgear of the Philippines. Sholapith or shola pith (also referred to as shola and Indian cork) is a dried milky-white spongy plant matter from Aeschynomene species. It can be pressed and shaped into objects of art, or for practical use. It is the "pith" used for pith helmets, so giving them their name."

I would describe this more like paper mache.  This is green on the inside and red on the outside.  The inner band is broken but could be taped if you are of a mind to wear this.  The hat is cracked on the rim, but intact. It could likely be glued to keep it from further cracking.

Measures 14 front to back x 11.5 wide x 6" depth.
