Theodore Haviland Limoges France White Porcelain Saucer w/Pink Roses.
This has both the Theodore Haviland blank mark (which was only visible putting a light behind the plate) and the decorator mark. (Thus I was able to date it to the specific year made).
It is an antique. It has some wear on it and some utensil marks. Please see photos.
