This is patent number 3,029,663 issued in 1962. Actual patent title is "Clamp for holding chain saws for sharpening." Thar Products, Benton Harbor, Mich.

You either put this in a vice, or saw a kerf in a stump, log, or wood beam. The bottom portion slides in the kerf, then you set the BAR in between the plates and close the clamp with the shown screw. handle. There are rubber inserts to help hold the bar in place. Once installed, the chain can be rotated around the bar to facilitate sharpening.

To be honest I have never used this. I do not think it was ever used, however there are a few tarnish marks to the metal. Still, in excellent condition.
