This is a rare vintage Japanese ice axe marked “Toyama Pickel” and “60th Anniversary.”
The head appears to be marked with “日本高周波 / Nihon Kosyuha” and “Toyama Pickel 60th Anniversary.”
Nihon Kosyuha is known among Japanese mountaineering tool collectors for producing a very small number of ice axes in the postwar period.
According to Japanese reference material, Nihon Kosyuha began trial production of ice axes around 1946–1947, using special steel associated with former aircraft material production. Only a small number are said to have been completed, which is why Nihon Kosyuha / Toyama Pickel ice axes are regarded as very rare among collectors.
This item appears to be a commemorative model related to the 60th anniversary.
