This item is a silverplate box with possible uses as a jewelry box, a cigarette box, or etc.  It is blue cloth lined, shaped like a book, has various markings on all surfaces, and significant tarnishing on the "binding" of the book shape.  Never-the-less it is an unusual piece, and has very intricately worked surfaces.  It is not magnetic, though not believed to be solid silver.  Plated at best.  Very nice piece!
