RC / hobbly airplane motor.   Made in Taiwan.   Some melting on black air bleed carburator, and the throttle lever is stuck, which is the only plastic / composite part.  Throttle lever replacement parts on eBay for $7-8.  Entire carburator part may also be replaced.
