This is PROJECT It looks like an almost done, upcycle project with a camo tank top and a quilted skirt. The hem is raw with a raw slit on one seam - not sure if it was intentional.
It looks like a very cool project that someone didn't finish and we ended up with.
If you're an upcycler, this might be a good find for you - the person designing it had an eye for mixing patterns.
