This is a LUDWIG Rocker Bass to Double Mount / Rack Tom System. It is the Ball & Socket type and can be positioned to variable angles. It also has 3 Memory Locks.  The shaft is about 13" Long. PLEASE NOTE - the shaft looks to be 1" from end to end (last pic). Make sure your hole in your bass drum mount is 1" also, since Ludwig made a couple different size holes.
