Kanji on the front: 新功章 (part of the older style inscription used on lower-class decorations).
Size & suspension: Small pendant style, typical of 7th and 8th class awards.

During the WWII era, the 7th Class was commonly awarded to:

-Junior officers

-NCOs

-Civil officials supporting military logistics

-Industrial contributors to the war effort
It recognized meritorious service, not necessarily combat bravery.

The Order was established in 1875 and had eight classes until reforms in 2003 eliminated the 7th and 8th classes. During World War II, it was one of the most commonly awarded decorations to Japanese personnel.
