See pictures for best description of this old wagon wheel item.  I am not knowledgeable about such items, so check pictures and decide for yourself as to whether the item name is correct.  It is old and rusty and I have no idea if it is re-usable or not.  I just hate to scrap such pieces if someone is still interested in them.  Thanks for viewing.
