Wavelength matters:
The most important factor is the wavelength of the UV light emitted, with 365nm being the most effective for making most glow-in-the-dark materials glow brightly. 

UVA range:
Glow-in-the-dark bulbs typically fall within the UVA band of ultraviolet light. 

"Blacklight" designation:
When looking for a glow-in-the-dark bulb, look for one labeled as a "blacklight".
