The elevation turret is zero-stop (not lockable). The Windage turret is lockable.  Together you are able to maintain consistent point of impact. NB - Windage you should use very little and once set, lock it and forget unless totally re-zeroing. 

Elevation you use much more it is easy to over-wind and end up with "drifting" point of aim = scope faulty (no it's not the turret had forced the internal tube off track) Hence having a zero stop elevation turret is of great value. See bottom of advert for more detail on this feature.
