The  year 2002 marked the 50th anniversary of the United States Postal Service American Commemorative Panels program.
The Postal Service started issuing commemorative panels Sept. 20, 1972, with the Wildlife Conservation stamp issue (Scott 1464-1467).
The panels typically have been created for commemorative stamp issues only, with a few exceptions, and include a block of four stamps (unless the stamp set has more stamps in it) in a protective mount affixed to what the Postal Service calls sturdy card stock with text about the stamp issue and an engraved element on the page.
In 1994 the USPS began issuing the panels in shrink-wrapped packaging with a cardboard backing. This is NOT archival or suitable philatelic packaging and the panel should be removed from the original packaging.
NOTE: Scott Catalog values beginning 1994 are for unsealed packaging without original clear sleeve and backing card.
