vintage 80s beige with brown VELOUR Wrap-Around Skirt. in womens ONE SIZE fits most all.  this has adjustable snaps and a stretchy elastic waist and a brown pocket with white piping.  
side to side with this laying flat and unstretched at the smaller setting this measures 13.75" and will stretch quite a bit.  at the larger setting this measures 16" and again will stretch a lot.   measures 16" from top to bottom.
