A flip-over type (often called magic holder) for Fractional Currency notes. As the holder is opened, the currency magically moves from beneath the parallel ribbons on one side to beneath the X-shaped ribbon on the other side. These come in many different formats, including some with advertising on the outside. This one is plain.
