When these t-con boards go bad, they cause tint problems, no video, picture too bright, color solarization and sometime symmetrical lines all through picture. 

Main board can cause no video and other problems too.

Thin lines in the picture is not the t-con board, that is usually a bad display panel. Picture jumping up and down is a bad LCD panel.
