This is a GALVANIZED STEEL SQUARE U-BOLT manufactured by SEACHOICE. These are 7/16"  14 x 3 - 1/16 x 4 - 5/16". It is part #57231 and comes with nuts and lockwashers. Thanks for looking at our ad, Marc's Marine.
