This is a 2003 Blue Sky Heather Goldminc Good Ol' Dogs Gas Station, which is actually a corked wine bottle stopper.  The entire top lifts out of the stand.  It is colorful ceramic, with the gas pump's hose actually soft twisted cloth.  The entire piece put together is about 3 3/4" tall, 2 3/4" across and 2" deep.  

Condition is very good.  There is no damage.
