Although working, the battery fitting is loose causing the hands to catch on numbers which prevents them from turning correctly and causes the clock to stop. The battery mechanism needs correctly refitting to the clock to enable smooth movement hence selling as non-working, sold as seen.

Some surface marks and tarnishing to both the brass surfaces and the face of the clock as shown
