This is a portrait of “Lord Howth” (of which there were many), but specifically this guy is Thomas St. Lawrence (1803-1874), 3^rd Earl of Howth, and Lord Lieutenant of County Dublin, &c., &c.  The photographer is T. Cranfield, Dublin, Ireland.
