No rot, just surface rust that will clean up nicely. This is an OEM tunnel cover. Includes three shifter mounting bolts.  Unsure of all years fitment, PLEASE check the pics and part # to be sure this will fit your application, my info is obtained online. I do not know exact years this fits.
