Lined, pullover, close-fitting to has empire waist and gathers at shoulders.  A:  sleeveless.  B, C:  front band and tie ends.  B:  short flutter sleeves.  C:  short sleeves with gathers.  Lined, bias-cut skirt has elastic waist.  E, F:  lower flounces.  F:  self bias trim and purchased grosgrain ribbon.
