Vintage Puppy & Kitten in Christmas Stockings Salt & Pepper Shakers

Have never been used as far as I can tell.  Very heavy for S& P shakers - no stoppers.  Unsure if mass production or ceramic project.  Skips around puppy's face.  Appear to be made of clay-like material.  Highly glazed,
