The washer protects the index plunger housing from damaging the boss cast into the gearbox while tightening the housing. It also helps to form a seal at the joint.
The washer is a simple thin crush washer that should be replaced any time the plunger housing is removed from the gearbox.
The washer is fitted under the head of the index plunger housing. When the plunger housing is tightened into the boss on the casting, the washer prevents the flats from deforming the casting.
