The brand is LUSH, and it is NEW, with tags attached.  The tags say originally that it was $58.00, though I will accept less.

It has short sleeves, and ties at the waist, with elastic around the open neck, and elastic at the waist, from which if flares outwards towards the hem / bottom.  It has leg holes like shorts (not a true single opening bottom dress!!).

The sleeves measure 7 inches long from the shoulder seam, the bust is approx. 25 inches, the waist approx. 21+ inches with some stretch from the elastic, the height 31 inches.
