These look to be an Aerospace Version of the Standard RH series of Power Resistor, they have gone through additional testing and a 100 hour burn in period to test reliability. Labeled for Flight, these look to be a step above the standard commercial RH Resistor, or at least testing is.

They are 12 ohms, 50 Watts 1% or less on the tolerance 

These came from a Major Aerospace OEM as excess inventory, or from Contract Termination.
