This is a Vintage Virco Student Chair of Molded Blue Plastic for 3rd and 4th Grade students, Model 2016.  This chair is in good condition with mild cosmetic wear.  The seat has some scuffs and one of the legs has some surface rust spots but it isnt eating into the chair.
