This is a rare signed association copy previously from Henry Graff’s estate and inscribed to him by President Bill Clinton. The Final Report of the Assassination Records Review Board (ARRB), was submitted to President Bill Clinton in September 1998. It documented a four-year effort to identify, review, and release approximately 5 million pages of government records regarding the JFK assassination. The Board, established by the 1992 JFK Act, acted as an independent agency, ensuring over the records were released to the public. The report was transmitted to President Clinton on September 30, 1998, marking the end of the board's authorized life span.

Henry F. Graff (1921–2020) was a distinguished American historian, author, and professor emeritus at Columbia University, where he taught for 45 years (1946–1991). A renowned expert on the U.S. presidency and foreign relations, he chaired the history department and was famous for his "Seminar on the Presidency," which was attended by Presidents Harry S. Truman and Gerald R. Ford.
