All bags are unopened.  In the case of this set, there is only a single bag for each number designation in the instructions (some sets feature multiple bags per bag number). Rest assured you will receive the parts you need. The steps requiring bag 4 will also require a black 16x16 plate (which is originally packed loose in each 76419 set). This plate will be included with bag 4.
