On January 22, 2024, President of Ukraine Volodymyr Zelenskyy signed the Decree “On the Territories of the Russian Federation Historically Inhabited by Ukrainians.” This step was taken in response to the Kremlin’s persistent efforts to distort Ukrainian history and national identity—particularly in regions with deep historical ties to Ukraine, such as Kuban, Starodubshchyna, and Northern and Eastern Slobozhanshchyna.

In his statement, President Zelenskyy emphasized:
“…today we must take steps not only to strengthen the unity of Ukraine and our people, but also to act for the unity of rights and freedoms, the truth about Ukrainians, the truth about us, and the truth about our history.”
