This could be an experimental product by Devilbiss. I can't find any reference to it.

It "works." . One side can be adjusted to a set flow. The other side has a spring loaded push button that can  adjust the air or other propellant.  (I tested the button with compressed air)

I originally thought this was a type of cutting torch. Look at the pictures....

Research it.
